The Gun Control Bill passed by Congress is only a half-way measure.
It covers only handguns -- but fails to include shotguns and rifles.
The President's proposal is to include rifles and shotguns under
the law's coverage by restricting the sale of these weapons:

it bars mail order traffic in rifles (one million rifles are sold
in interstate commerce each year). |

it bars sales to minors. |
| -- |
it allows sales to people only in the State of their residence (this
will allow states with strong gun control laws not to be undercut by lax
laws in a neighboring state.) |
As you know, a mail order rifle was used to assassinate President John
F. Kennedy, and a rifle was used to kill Dr. Martin Luther King.
Rifles and shotguns are involved in about four thousand murders committeed
